The Unicode Consortium has been good enough to set up a special e-mail list for the Khmer ad-hoc discussions. At present, nobody is on the new Khmer list, but you can subscribe yourself easily.
To subscribe, send a message to:
khmer-request@unicode.org
Make the subject line of your message say "subscribe".
The body of the message may be blank. The system will send you a confirmation e-mail to which you may reply to confirm the subscription.
Then, to send a message, you write to khmer@unicode.org.
May I suggest that when you subscribe you give a brief introduction
of yourself so that we all know who is involved in the discussions.

Hi,
I am Paul Nelson, Lead Developer in the Microsoft Typography group.
One of my responsibilities is script engines for various languages.
I have implemented a Khmer engine for Uniscribe that is based
on Unicode 3.0 encoding.
I would be interested in keeping abreast of any issues to do with
Khmer to make sure that the engin[e] I have built follows the
Unicode standard.
The Khmer support in Unicode will be shipped in a future release
of Uniscribe. 8-)

I am Michael Everson, of Everson Typography. I am Irish national representative to ISO/IEC JTC1/SC2/WG2 and am one of the authors of the Unicode Standard.
I have been involved with the encoding of a great many scripts into the UCS: Ogham, Runic, Cherokee, Ethiopic, Canadian Syllabics, Yi, Gothic, Deseret, Linear B, Shavian, Osmanya, Thaana, and Tibetan. I have a particular interest in the Brahmic scripts and, yes, I do believe that the Brahmic model we have in Unicode and 10646 is robust and suitable for all but the most divergent Brahmi-derived scripts.
Brahmic scripts I have helped encode are Khmer, Sinhala, Myanmar, Tagalog, Buhid, Hanunoo, Tagbanwa, Limbu, and Tai Le. And I am working on a number of others.
I would like it if we could go through the list of concerns in a more or less orderly fashion. Some of them are easier to deal with than others; we should deal with these and then get to the harder ones. For the present, I am studying N2380R.
I have also done a great deal of work on working out the sorting
algorithm for ISO/IEC 14651, based on the Chhuan Nath dictionary
specification. The work is not yet completed, but the algorithm
seems sound.
